Region Rules 2017-2018

Good Sportsmanship - A positive environment based on mutual respect, rather than a win-at-all-costs attitude. Player Development - All players should be able to develop their soccer skills and knowledge to the best of their abilities, both individually and as members of a team, in order to maximize their enjoyment of the game. Balanced Teams / Games - It's more fun when teams are of equal ability.

Substitution Modifications:

6U, 8U, 10U, & 12U will occur only at quarter breaks, halftime, or for an injury. For 10U & 12U the center referee or designate will make note of the substitutes on the game card and return the game card at the end of the game.

15U & 19U substitutions we be allowed at normal stoppages throughout the game. Monitored substitutions will be documented in special circumstances and involve spectators tracking time out on extra game cards that are returned to the referee.

Uniform Requirements:

The uniform for all divisions is provided and is as follows: 1 AYSO shirt, 1 pair of black shorts, and 1 pair of socks. SHIN GUARDS ARE REQUIRED BUT ARE NOT PROVIDED. Shin guards should be put on first with socks worn over the shin guards. Any extra garments must be worn underneath the provided uniform. Shorts must be black. Soccer shoes are not required, but are recommended. If a player is not in a complete and proper uniform, he/she will not be allowed to participate. (more here << Restricted Attire Details)

Additional Play Restrictions:

No slide tackles or headers allowed until 15U.

6U & 8U have no goal keepers, and players should be discouraged from hanging in the immediate goal area.

6U & 8U no throw-ins, but instead do kick-ins.

10U Build Out Line Adaptation

There is a change to the way we AYSO is playing the 10U game, with the introduction of what is called the Build Out Line. This applies to our 10U program only. Here's an overview, in PDF form.

Here's the shorter version: Once the goalkeeper takes possession of the ball, or when a goal kick has been called by the referee, the defending team (the team without the ball) should immediately run behind the Build Out Line, which will be 18 yards from the goal line.

No player of the defending team may cross the build out line until the ball has been put back into play by the kick of the goalkeeper and the ball has been touched again by the now-attacking team (the team with the ball) behind the Build Out Line. With the use of Build Out Lines, 10U keepers will no longer be able to punt or drop kick the ball. The defending team is not allowed to cross the build-out line until the second touch.

More details are in the document and the referee instructional slides. The Build Out Line is being used in other youth soccer programs around the nation and here in the mid-valley. While it may seem a bit confusing at first, it's similar to having the defenders clear the goal box for a goal kick, except this is a larger area.
